Ordering From Tobin Cinema Systems, Inc.

 

Ordering:

           We do not require any special ordering form or format. Please send an email, letter or fax with all particulars including your name, full address with postal code (and country if foreign,) phone number, email address, fax number, exactly what you wish to purchase, etc. We are open 9:00 AM to 3:00 PM Pacific time, Monday through Friday. If you have a technical question we suggest you call between 10:00 AM and 1:00 PM Monday through Thursday. Note that Pacific time is 3 hours earlier than Eastern, 8 hours earlier than Greenwich (UK) and we think 8 hours later than Japan time. Note that Washington State observes Daylight Saving Time. When you order, we will confirm your order and supply an estimated shipping date. An order worksheet for SD models is here and for PHD is here. Our prices do not include any Sales, VAT, Customs or any other taxes or fees.

 

Sending a Fax: The fax number is 509 315-9895. Please call first to tell us to turn on the fax machine.

 

Shipping Methods:

           We normally ship UPS domestically or DHL internationally at the chart rate plus about $5 pickup charge. We normally insure or register for full value. If returning an item from outside the USA for repair or otherwise, please use FedEx with Customs charges paid by sender, or Express Mail. If you send by UPS Ground or DHL, they may charge us $100-200 for Customs clearance forwarding, and we will not know the amount to add to your bill for about three weeks. Be sure to mark on the Customs forms that items sent for repair are Made in USA by Tobin Cinema Systems or import duty will be charged to us that in turn we will pass on to you.

Terms of Payment:

           Listed prices for telecine equipment are only for cash payment. Cash payment means:

1. On domestic orders, a business or personal check sent about 4 weeks prior to our estimated shipping date. Or,

2. On domestic orders, initiate a bank wire transfer or send a cashier’s check or remit by Western Union about 3 weeks prior to our estimated shipping date. Or,

3. On foreign orders, initiate a bank wire transfer about 4 weeks prior to our estimated shipping date, or remit by Western Union about 3 weeks prior to our estimated shipping date.

4. For payment by credit card or Paypal a convenience fee of 4% will be added to invoices of $600 or more. Cash payment as in parts 1, 2 and 3 above will save you the convenience fee and is recommended. Either way, verified payment for major equipment purchases is due in our hands about 2 weeks prior to the estimated shipping date, as most equipment is custom built to meet your particular needs.

5. We will accept Purchase Orders only from large corporations, government agencies and schools with an established excellent payment history and we expect to be paid within maximum 30 days of invoice date. If they cannot comply we require advance payment as detailed above.

           Regarding 3CCD and HD telecine models: We try to keep all six 1CCD camera options in stock, but not the many rather expensive types of 3CCD, HD and PHD cameras. For such orders, please pay early for this portion, typically $2500, $800 and $600 respectively, so we can get your camera ordered and guarantee your place in line. Payment by cash (see above) will eliminate the 4% convenience fee. Early payment for a PAL camera is especially suggested, as there can be a delay since the cameras are sometimes not in stock at our supplier. We do not require payment with order but we do want payment before we start building your unit. If the order is cancelled or changed by you after we order the special camera, you will be required to take delivery of the camera, or there will be a 15% cancellation fee, at our option.

Prices are in U.S. dollars and shipping charges and insurance are extra.

           Items shipped to, or picked up in, Washington State and Indiana are subject to 9.5% tax (approximate, depending on your city and county) and 7% tax respectively, on the purchases plus on the shipping. Our prices do not include any domestic or foreign Sales, VAT, Customs or any other taxes or fees.

           Terms of sale are subject to change without notice.

 

Returns of standard in-stock items must be approved in advance, subject to a 15% restocking charge. Non-recoverable items such as shipping, insurance, handling, tax and our wire transfer, Paypal or bank card charge fees are also not refundable. If returned items are not in like-new salable condition, reconditioning charges will be made, a discount will be levied for the benefit of the next purchaser, or the return will be refused, at our option. Equipment that has been damaged, defaced, modified or contaminated by the user will be refused. The purchaser must film test the equipment, and notify TCS of any problems, within 7 days of receipt. Returns will not be accepted after 14 days, or for non-in-stock, custom built, modified, discontinued or special order items, or to be in effect a free loan of equipment. Equipment that only needs repair or adjustment under warranty, or where malfunction or defect is because the user does not follow the instructions, or where the Customer does not feel like paying Customs, VAT or sales taxes or fees, will not be accepted.

Warranty and General Information

TCS Inc. new heavy duty products are guaranteed for 90 days against defects in materials and workmanship, unless otherwise stated, and will be repaired or replaced at our option. Mechanism pulldown claws, shuttles and magnetic head assemblies are guaranteed for the lesser of 90 days or 100 running hours. Shipping to us for repair is at buyer’s expense, and domestic return by us is by ground common carrier paid for by us, unless buyer requests and pays for a faster method. Regrettably, TCS will not pay for shipping either way for foreign customers, because of increasing fuel costs and since our equipment selling prices were not computed to include warranty shipments overseas. Expendable parts such as batteries and lamps are not warranted. We will not be responsible for items not furnished by us. Our product prices are derived only from their manufacturing cost and are not based on the value of your work or usage, and we will not be responsible for lost time, materials, etc. or for consequential damages or waste of any kind. We will not be responsible for misuse or abuse such as by renters or film students or by persons who have not read the latest instructions, for tampering or alteration, physical damage, improper applied voltage or polarity, static discharge, water, dust, fumes, etc. We will exercise reasonable care with customer's equipment but cannot accept responsibility for war, anarchy, strikes, theft or vandalism by third parties, computer or controller failures, delay or negligence by shipping providers, or for any natural or man-made flood, fire, earthquake, volcanic eruption, meteorite or comet impact, or any other disaster or condition whether or not officially declared. TCS Inc. equipment is designed for high reliability, but we do not authorize its use where malfunction could endanger or waste life or property. Specifications, prices and availability are subject to change without notice and with no obligation to alter or adjust same on equipment previously sold.

Repairs are warranted for 90 days or 100 running hours whichever comes first, and only on those parts that were actually replaced, except that free repairs under warranty do not extend the termination of the original warranty period. There is no warranty on replaced Bell & Howell super-8 sound and picture modules.

Video Cameras installed in our TVT machines are guaranteed by the camera manufacturer, usually for one year from date of new manufacture. There is no labor or domestic return shipping charge for replacement during the TVT machine’s warranty period.

Shipping to us for repair, and returning from repair, is at buyer’s expense. Other information is as stated above.
